In 1999, the state of Berlin integrated the Berliner Wasserbetriebe into a private sector holding model. The newly founded Berlinwasser Holding AG, in which the state of Berlin has a 50.1% share and the companies RWE and Veolia Environnement (formally Vivendi) each have a 24.95% share, functioned from then on as a holding company of the Berlinwasser Group.

With this public-private partnership for water supply and waste water disposal, the Berlinwasser Group set off down an innovative path which is wholly unique for the water industry in Germany.
The conversion of the corporate group in a public-private partnership was strived for since 1999. The important changes were able to be implemented through proven technical expertise and contemporary management know-how. This included the restructuring of the company portfolio in recent years as well as the future oriented maintenance and development of the processes and infrastructures important to the core business of the supplying of drinking water and waste water treatment in Berlin.
In order to comply with all contractual assurances and to design services in as customer friendly a manner as possible, the companies of the Berlinwasser Group were comprehensively modernised and their efficiencies were markedly improved. The highest company goals remains making water usable by the people as efficiently as possible and assuring its quality with a sense of responsibility and the dedication of the employees, as well as the most modern technology.
In addition, the Berlinwasser Group is one of the most popular service providers in the water and waste water industry both nationwide and internationally. The merger of two water supply companies from the east and west at the time of German reunification provided the corporate group with special experience. This unique infrastructural expertise is increasingly demanding in the markets in Eastern Europe and China. And thus, Berlin is also secure in the long term as an international location of expertise for water.
